Background
Europe is undergoing a transformation in its approach to digital infrastructure: an increasing number of companies are exploring alternatives to the major American cloud market leaders and are discovering the advantages of sovereign cloud solutions. This trend reflects growing confidence in European providers, along with a desire for more sustainable, resilient, and independent approaches.
Sovereignty instead of dependency
This interest was initially driven above all by concerns surrounding privacy and state surveillance. Revelations about global espionage programmes made many organisations aware of how far the reach of foreign authorities into global IT infrastructures can extend. Political developments in recent years (and days) have further increased the pressure to place greater emphasis on developing and maintaining in-house digital capabilities. For many companies, dependence on US providers is no longer seen solely as a data protection risk, but increasingly as an economic and strategic disadvantage as well.
For the time being, the balance of power remains highly uneven: around 70 percent of the European cloud market is served by Amazon, Microsoft and Google, while only about 15 percent is accounted for by European providers. This imbalance is also reflected in pricing: in recent years and months, the costs charged by the market leaders have risen steadily. Although domestic alternatives have become more attractive by comparison, and the share prices of European cloud companies have already increased noticeably, stakeholders often remain hesitant. Out of concern about making the wrong decisions, they rely more often than necessary on familiar, “safe” solutions, even when these are not always the best (or even objectively the most secure) options.
Small and medium-sized enterprises in particular could already migrate to European infrastructure today with virtually no risk. For many products and services, hyperscalers are neither technically nor economically necessary. Such a move not only strengthens digital sovereignty and reduces GDPR-related risks, but can also be communicated as a clear unique selling point: in Germany especially, scepticism towards US-based services is growing, along with demand for trustworthy alternatives.
The issue gained even greater momentum following the European Digital Sovereignty Summit, which took place in Berlin on 18 November 2025. The initiative launched by Germany and France marked a turning point: both countries committed themselves to reducing Europe’s dependence on US technology corporations and to strengthening their own digital ecosystems. The political message is clear: digital sovereignty is not a technical detail, but a prerequisite for economic stability, innovation and societal progress.

What does that mean exactly?
